Even in Sci-Fi or any other genre there is a protagonist and villain.
The villain can be a catastrophe on any outside force and not a single person. The same is true with the protagonist, hero or the good person (even if they have issues). Defining these roles (even if you may not know the villain yet, it is the cause/motivation) in advance is critical.
